I wanted to Know if there is any /config command for increasing draw distance?

No. But you can increase tag's draw distance using /setconfig tag_maxdist <distance>     (without < , >) default is 100 aka 100 meters.

well, you can increase draw distance of game here ==> ( http://i.imgur.com/ogMxoT0.jpg )

otherwise there is a mod released for greater draw distance. ( http://www.thegtaplace.com/downloads/f2372-vice-city-x10-draw-distance ). It will increase your draw distance as compare to normal one. here's an example image ( http://www.thegtaplace.com/downloads/screens/gtavc/mods/2372_screen01.png )
