gtaIV is of course the best single player game, i ve ever played. The story is the best, I ve ever found in a game. Even the online experience can be fun, especially with friends.
But if you want it mainly for the multiplayer, you might better buy episodes of liberty city.
BBC2 might be better if you looking for a good multiplayer game. The single player is pretty short.
But you should be able to get gtaIV pretty cheap, and you should not miss this great drama story.
