I had that bug too.
Rebooted computer and then the graphics bugs disapeared. :)

This happened to me when I was playing around with my resolutions and my graphics card drivers. I updated the drivers while I had sa:mp open to see what would happen, and when I changed the resolution I had that happen. To get it to go away just change the resolution, or restart the game.
