Issue with the mod

I installed The mod called "Vice City Visual Enhancements Version 0.2" made by hanney. Every time when i join any server this happenes:

I tried to fix the issue by reinstalling the mod and the game, but its still the same. The mod worked on the previous vcmp (0.3). It worked on 0.4 before the official release what makes me really curious why?

Try to rebuild your gta3.img using IMG Tool.

I didn't watch the video, but if it's buildings appearing/disappearing, do /setconfig game_streammem 555 (or 255) in game and restart it.
