The names suggest that the two players are either the same or at least know each other.  The question is how many times did he do it? The video only shows him doing it 1 time, which by itself isn't really evidence of stat padding. It is spawnkilling though since he's shooting directly at the spawn point, so at the very least he needs to be warned for that.

the guy was incredulously and blatantly non-stopping stat padding over like 15min, i gotta say i've got no IRC evidence atm to proof im right but i even told him to stop doing such.

Pranski has provided more evidence where Juan literally admits to using another PC to "get money." I have banned both players for stat padding.
