If the video driver idea doesn't work then you need technical support XD 8)

Hmmm... There's no problem on your PC at all LOL XD As I see, you have great PC Specs.

The only problems I suspect is:

1. You have an Incomplete/Damaged GTA Vice City or VCMP installation. Reinstall it.
2. Compatibility Issues. Try setting compatibility mode to Windows XP.
*Right click the launcher of your GTA game or VCMP. (gta_vc.exe or vcmp.exe)
*Choose Properties.
*Click Compatibility tab above.
*Check the box saying "Run this program in compatibility mode for:" then choose Windows XP. (Service Pack 3 or 2)
*Optional: Try to check "Run this program as an administrator" under Privilege Level.
*Click Apply then OK.
3. Mod Incompatibilities. Remove all mods from the game. (Like CLEO and other stuff)

I hope this works for you.

No no no... Same problem occurred with me while playing Total Overdose and FarCry 3.. When you launch the game. Try to press ALT+ENTER or ALT+TAB. After doing so, game will launch in Windowed mode. After that, go in game settings, match the resolution of game with your Default Screen Resolution and then again press ALT+ENTER or ALT+TAB to enjoy game in Full screen mode.
