You can do that if your stunting in the single game, by doing the stunt then press F1 button, that will replay the whole stunt and you could freely move with the mouse.

Wheels are already in, its a GTA replay tool bug, Try it in single game, if you have the hydra wheels in and you replay you'll see them out.
