I think it's a bug, and to me it happens when you are least pause in bank.

I think it when you pause as soon as you go through the door, step away from the door first.

Sometimes when I'm pausing for a moment (especially when im driving) my mouse gets blocked. Sometimes when i pause again, change for a moment controls to joypad, and then back to mouse it fixes, but usually when i pause again i can't choose any option. I can't even press esc again, just move in the menu using control arrows and then I have to use ctrl+alt+delete and rejoin. Is it normal??
If someone have the same, my solution for this is to not pause in normal places, only in red markers. It has never happened to me in red marker. But it's annoying when the phone rings or something...
