Is it possible to make images like this using just Photoshop? It is for a game called Oddworld Abes Oddysee and recently someone manage to reverse engineer alot of it and create a level editor. The backgrounds are simply pictures saved in .bmp format and the game engine defines where objects and floors/walls are, etc.
I would like to create some new levels for it but I SUCK at graphics design and am not even sure if you could make images like this in Photoshop as alot of the objects look like they were rendered in 3D.

as im designing and using the PS from time to time i can say that's possible to make it on photoshop but its hard to be done!
u got to need so many scraps and other stuff.
EDIT: i can edit the orginal PSD file if u have it.

Isnt the game from a 2D perspective ?
Wouldnt the pic u see be like just the background and the places where u stand on wouldnt that be just overlaying pictures on the background?

Yeah, should be possible.

It's definitely possible. You'll need a lot of additional resources (brushes, textures) to speed up the process, then a lot of layers of duplicated resources.
Whether or not Photoshop is solely the right tool is another question you should ask. I wonder if it'd be easier to model the viewable parts of the world in 3D then render to 2D (then possibly some Photoshop touch ups for atmosphere), rather than layering resources together in 2D and touch them up.

Why dont you ask Oddworld Inhabitants? :D
