Just turn off any download you are doing, file transfers, etc. Turn off every thing that may consume your bandwith.

1)Start
2)Run
3)Type "msconfig"
4)Click on start up tab
5)Click on Disable all
6)Click on Apply
7)Click on Ok
That will disable all excess programs from start up even your anti virus if you have any
if you have any programs you want to start up at start up just click in the check box
Then
8)Click on Apply
9)Click on Ok.
It will ask if to restart the computer click on yes or no if you want to restart it later.

Uhh I'm going to have to recommend against doing what Putty says unless you really know what you're doing.
Disabling AV, firewall and other important programs is generally not a good idea and if your on a direct connection to the internet could cause a substantial security risk to your system.
In addition to this I can't see firewall and AV adding anything substantial to your ping.
You want to make sure no other programs are running which are using your internet while playing SA:MP such as p2p software or downloads. These substantially increase your ping. If this doesn't make a difference, there's not much you can do other than move to a better ISP.
