Which windows version you're using currently?

Download and install the sa-mp client once again from here (http://sa-mp.com/)

Solution from SA-MP forums:

Reinstall both GTA SA and SA-MP. Make sure to delete all related files before reinstall. Also make sure you're using the most recent client version, get it here: http://sa-mp.com/download.php (http://sa-mp.com/download.php) (0.3z-R2)
