it is not neno and other 0.0000000000001 fps guys keep getting that bug

From where should i reinstall it?
Find the directory of your installation(basically disc/folder where you installed your GTA SA),and then all you gotta do is to completely remove it(check every single folder to make sure you deleted it properly such as %appdata%(Roaming)).
