Time and date (if known): 16/07/2015 at 9:30 > 10:00 PM.
Suspected method of cheat/exploit/rule break use: teleport hack

Additional information: I used /report but wasn't working, So I uploaded this video with  that low fps.

No.
There's car hack, when it flies/speed etc, and not to teleporting to Police's place.
