Tried launching as administrator?
Can VC singleplayer launch?
Where did you install VCMP 0.4?

single player does launch

where did you install it, what directory

a)
is your VC path set correctly in vcmp 0.4 browser>tools>settings?
b)
if yes, then go to %appdata%, scroll down to VCMP folder and remove the 04beta folder, try again but don't launch the browser as admin
