Well There Are Probably Three Reasons When This Happens

1. Corrupted SaMp Client
In most of cases like this, Samp client is corrupted
Download New From Here  (http://files.sa-mp.com/sa-mp-0.3.7-install.exe)

2. Are you sure you installed a fresh copy of Gta Sa?
Sometimes Additional Weapon Pack, Car Pack or any other modifications Crashes the Game

3. illegal Copy Of Sa?
Are you pirate? This usually happens on Pirated Version (Not Always)

Did you downgrade your gta_sa.exe to v1.0?

C:\Users\<your name>\Documents\GTA San Andreas User Files\gta_sa.set

try deleting this file then restarting the game
