^The only thing I get confused in. If you see things in a right way, modified scope of laser sniper which helps us to snipe at far places where laser of sniper can't reach is also illegal. But since nobody cares, everybody uses.  ::)

Even though removing the palm leaves or getting yourself a more accurate sniper scope might give you a minor advantage in-game, they still fall under cosmetic modifications and are allowed as stated in the littlewhitey's VC-MP Server Rules (http://forum.littlewhiteys.co.uk/index.php/topic,17633.0.html). This is mostly because if there was a rule against these kind of changes, it would be nearly impossible for us to supervise this rule is being followed correctly.

To clarify, you are permitted to make any kind of modifications in the files fonts.txd, fronten1.txd, fronten2.txd, generic.txd, hud.txd, particle.txd as well as the files in the folder "txd" and any texture files in gta3.img.
Editing these will only affect the appearance of your Vice City and will not alter the game behaviour.

Removing your vegetation is allowed, as of now at least. This is solely because there's absolutely no way for us to make sure if you're having your tree leaves there or not. We can't see your end of the screen to check it, we can't access your game files to check it. We could ask you for a screenshot but how easy is it to temporarily replace the images inside the file. We have absolutely no control over the changes you guys make to your texture files.

If we were to enforce a rule against this, some players would continue using it anyway and there is not damn thing we could do about it. Both allowing and disallowing have their good and bad sides, I'm just going for the lesser bad.
