Nothing here suggests that his ping is artificial, could be someone else in his house downloading or even just a bad/unstable connection.

Bad connection. Saw him go all over the place while we are doing derby. Possible recommendation of banning a lagging player for an hour to fend him off for a while. As per HIT_MAN's case this will be denied. But again, you can kick according to your discretion if he's lagging hard enough.
