Additional information: i was following that guy to kill him near river and then he jump into the water  lol. :)

The picture doesn't show anything really. From the direction he's facing in the water and the area your standing for all we know it looks like he could have been running away from you and accidentally fell in off the hill or the wall. A video is required to show more clearly what actually happened.
