Title: I Need The biggest Help as fast as u can

Well i used to play vcmp last year normally on my pc but now i cant it keep lagging at my FPS cant increase over 11 or 14 so why is this happening to me and how can i fix it please help

yes it is clean i have no single mod in it

If the problem is that drivers need update please send me link cause i dont know how to do such things

if so, I'd suggest you to re-window your PC. As other ways aren't going to work for you.

If you changed your vc directory then change it to old one , if this doesnt work, then try reinstalling vc or as decent said re-window.

Well i guess you playing with high resolution with non-update graphics and your pc is not optimize yet . from my side no need to do windows
try these.

1- Change your Vice city resolution to low like  640 x 786 like that
2-Update your graphic card ( https://www.drivereasy.com (https://www.drivereasy.com) download this and update ur drivers)
3- Overlock your graphic card (I don't have time to explain how to overlock check this video https://www.youtube.com/watch?v=-F2GRvyld8U (https://www.youtube.com/watch?v=-F2GRvyld8U) )
4- Optimize your pc (https://www.piriform.com/ccleaner/download (https://www.piriform.com/ccleaner/download))

WEll SMD my FPS did increase from 11 to 20 but its still not good and laggy
So if someone know hoe to re window without having a CD i would be so thankful if he tells me

you need CD or USB to install Windows.

Thanks Bhai you way worked i just have to wait till the windows iso image is done and ill enjoy a high FPS
