Seems to me that you have the version '04rel003', whereas LW requires the version '04rel004'. Relaunch VCMP or reinstall VCMP, might fix your issue.

i also cannot play other server version of 04rel003, i reinstall vcmp and reluanch problem same, Fix the first one But when i start loading and loading and loading and load....... and quit and it didn't say anything

Maybe your client can't download the latest version .. I had the same problem before

Run vcmp client as administrator  maybe it works if  not work then delete vcmp then restart PC then install

Since this issue has got to do with the client itself rather than LW's, I suggest you to seek help on the support board of VC:MP forums:

Edit: After a quick search on VC:MP forums it seems that maxorator's update server is down at the moment and that's why you're unable to download the latest version. Omarosh uploaded you a copy of his version which I assume is up to date so uninstall whatever version you have right now and install his instead.

i got clean VC and install VCMP 0.4 and got version problem and fixed and now halfway loading crash(when the loading reaches 50% it begin again and again and crashes) i am rreally tired of this FUCKING BULLSHIT

thats all because your slow net which can't download.
try to stop all downloads and updates for a while and wait for its download to complete.
I always have this problem when I reinstall my windows = > 100% solution
