There is no such thing written in the rules, forum or server .
I'm an old player ,I know what is in the rules and what's not,
If I should go on explaining about the fact that Fullfilled did something what's common in this VC:MP , I'd like to say I've did the same.
There was NO CHANCE I could get drowned if I steered a quite right while bike was heading #1
There is no point in applying this to 'team grief' when I simply disconnected (to go to eat) and reconnected back to remain online to retrieve any important log, so why would I get banned for this? Take this one as an alternative.

Teamkilling / Team abusing
Players must not attempt to team kill other players or interfere with their game. This may include, blowing up team mates vehicles, running over team mates with vehicles, heli-killing team mates, knocking players over with melee, shooting on purposely at team mates, blocking team mates from gaining kills by standing in front of enemies.
Punishments can vary from drowns to kicks to temporary bans.
Clearly you don't. Read the rules carefully.
