I want to talk when I get:
"littlewhitey.vc-mp Cannot send to channel (+m)"

It means that only VIPs, or top-level admins can talk.

You have to be a donator to talk in the IRC echo.

Because you must be a donator to chat in that channel (#littlewhitey.vc-mp)
You can join other channels that you can chat in it as (#littlewhitey.vcdm)

The posts above are correct, #littlewhitey.vc-mp is an echo channel and it's not meant for general chatting. Only donators and staff members are allowed to send messages into the server through the echo.
