Ya Man. I've Download the DXWnd Windowed but one on my test the windowed in VCMP this work 100%

Tutorial

1. Download the DXWnd
2. then Extract file
3. Open dxwnd.exe
4. now go to Edit
5. Click Add
6. Find gta-vc.exe
7. In the Target Setting Set the Window initial position size follow this
X:30 Y:30 W:1593 H: 835
8. Play VCMP

Or just use /setconfig game_windowed 1 and you can go fullscreen/windowed by pressing Alt+Enter.  8)

windowed 0 is the normal try

It's "/setconfig game_windowed 1"  like Milko said. copy it, go in LW, open chat box, paste and press enter. Restart game for it to take effects. It should work.
