Suspected method of cheat/exploit/rule break used:VPN hotspot shield

Additional information: I HAVE SEEN HIM MANY TIMES IN GAME AND FROM IRC TOO HE CONNECTS SOMETIMES FROM Anonymous Proxy and sometimes from US.
