Time and date (if known): the day before yesterday :<
Suspected method of cheat/exploit/rule break used: using some kind of hacks which decreased his time to stand when he is knocked down.

Additional information:
You can clearly see in the video that he gets up more quickly then anyone even if he has Corei11 but still he can't overcome he timing added by vcmp client.
