There are good guys here that can help you but there are two "people" who will certainly solve your issue:
Google and Youtube.

Delete that 04rel004 from that directory then start your vcmp it will download it again.

I hope this works.

Cut that file vcmp-steam.dll and paste it in some other place then try to join a server.

If you want then i can try to  fix it for you  via team viewer

Try to play with a clean vc without mods
