Suspected method of cheat/exploit/rule break used:Ban Evade(Perma)

Additional information:Please check their ips..I have a strong doubt that the suspects are [WrS]Thunder_Kid and [WrS]Batman..I got the doubt that they -have same vehicles,stats(improved a bit) from when they were perma-banned..
