You need to create a exclusion rule in avast go to settings in which u have to select your gta vc directory that way u will be able to install vcmp and play without ur anti virus interfering. Used to happen to me when u have antivirus.

Those anti-virus hates vcmp, thats why anti-virus deleting it
Click report as false positive
