I am considering to let him be since I believe I banned him for longer than it's necessary.

I also attempt to contact any Pakistani(not sure if he is from there) member from the staff to try and explain to him how to appeal his ban so we can make it official. I will, however, renew his ban in case he does not appeal it in the near future or attempts to break the rules.
