Suspected method of cheat/exploit/rule break used: Abusing one specific person irrationally

Additional information: Abusing is allowed generally but not too much. i dont find any sense over there to abuse one person specifically and it is not even appropriate and this irrational behavior should not be tolerated
and not to forget he was also warned on EC ( European City ) for this behavior
