Extra notes:I just wanted to join server and it says you have been kicked (banned), can someone actually tell me why was i banned and when.

You're not banned, I believe you're running an outdated VC:MP client.
Uninstall Vice City Multiplayer and delete all the files from C:\Users\[Users]\AppData\Local\Vice City Multiplayer and reinstall VC:MP.
