Nothing here shows hacks. Rodrigo has played vc-mp for years and over the years he has learned how to play fast. However, at the same time he has always been a super lagger so when playing fast + horrible lag is involved then thats when it becomes a big problem.
The 1st video you showed, in the first few seconds, despite him standing still the uzi fire that is behind him is just going out of range (none of the shots are landing otherwise you would see blood come from his character model if any of the bullets landed)
The 2nd video shows no hacks either but his very bad lag. It is true that if his ping was <100 there he would have died at 0:14 and 0:38 of the video but as its in the range of 250-300 the shot didn't sync in time on his screen.
