It'd be graphics, not internet. Turn down your settings in-game.

Tryed that with no joy.. And if that is the case how comes ive never had problems with lag before?

Various reasons. Memory leaks in windows. Bad hard drives. Bad hard drive optimisation. New background processes. Badgers.

Whats Badgers?
Badgers are a common cause of many unknown computer problems. It's why most businesses dealing with computers (including the likes of Microsoft and Dell) frequently make use of the following sign:
(https://littlewhiteys.com/proxy.php?request=http%3A%2F%2F4.bp.blogspot.com%2F_sHF8Kb7w8Uc%2FR_51RANTPaI%2FAAAAAAAAAp4%2Fqtdb_X8bbos%2Fs320%2Fcaution_badger%255B1%255D.jpg&hash=fd8bef0bd04bc2802223ac80991591978cdd1b63)
Whats a memory leak??
In computer science, a memory leak is a particular type of unintentional memory consumption by a computer program where the program fails to release memory when no longer needed. This condition is normally the result of a bug in a program that prevents it from freeing up memory that it no longer needs.
So you wont be able to use as much memory as you think you should be able to, hence lag.

Badgers, so I have a problem with lil black and white creatures in my system!!
So if you was a simpleton how would you go about finding out if you had a memory leak?
-
Everyone gets them. It's a good idea to reinstall Windows at least every year or so.
-
Well you should try using the sa-mp version which uses less memory, check this link for more information: http://forum.sa-mp.com/index.php?topic=90768.0

I hate reinstalling windows, such a big job, plus I havnt quite had this a year yet..
EDIT..
Wow.. Thanks dugi, just jumped in game and thats done the job for now, im not even lagging under the admins roof and thats where it was worst trying to get into that damn casino.. It looks an plays no diffrent but not sure this working is a good thing..
So I take my defensiveness back, must be my end.. ima have to look into this and find out whats slowing my system down because now when I think of it things have got progressively slower..

ARRRH I HATEEE VISTA..
lol everyone hates vista - as an idea on my pc (duel core) it NEVER sets the affinity on procors to 2. (i has vista). I have to open task manager, gta.sa.exe then right click, affinity = both processors. If i dont do this i have lag in game (and fps of 17-19). Once i do this = 30-40 fps and no lag.
Also my computer used to set gta to both procssors then suddenly stopped (damn badgers) but as an idea check the affinity if ya havent already done so...
-
Again thanks for all the help guys!!
never heard of that till now so yeah ill give it ago now..
Is there a way to check my FPS in game too?
EDIT..
Seems ok but Ill check it out with the original samp.saa file later when I have more play time..

SA-MP should be setting it to 1 anyway.

Everyone acuses me of porn addiction :'(
-
LoL..
Ok, Everything seems a little better, far from perfect but better..
The lag seems to come in tiny bursts now rather than big 20-30secs lag spells that I was getting before..
-
Dont know if its been posted..you can try
Lowering your XP settings
Right click>My Computer>Properties>Advanced>Performance>Settings (Leave it on Best Performance)
Or try to lower XP resolution settings, instead of 32 bit, leave it on 16 bit
Graphic card settings
On some settings, theres ''application control'', for me, this causes alot of lag, might work if u ''uncheck it'' or dont allow it, if possible - set it to performance, or off..depending on your gx card & setting
GTA-SA Settings...
Mess around with the settings, instead of 32bit, try 16 bit..it might not 'look' as good, but if it comes to look & the game running smooth, i rather it run smooth.. & try not to have alot of stuff running in the background (Processors) depending on your specs, they might be hogging up most of the juice!!!
Just my thoughts*
