I would say what I've said in the admin forums when someone suggested it:
For newbies clans, gangs etc. are awesome feature, keeping them interested. Even if a clan is alive for 2 weeks, it doesnt mean it can't die the next day. If I come ingame, grab 2 or more friend then why shouldn't we be allowed to start a clan?
BUT a clan is a group of people. Afaik most of LW big clans were set up by more than one person and imo that's the way it should be done. If a founder can't find 1 or 2 people to join his clan, then he is simply not a material for a clan founder. So I think making a clan topic should be allowed if there are at least 2 people in the clan (or even 3? No idea, but definitely not one.)
So, about the two weeks thingy - no, about 2 or more people starting a clan - yes.
