can someone help me?
always when i want to join it says VC executable not found.
i tried to re install the gta vc folder and it still same, can someone help me pls?

man open vcmp
go to settings
and set the directory to gta vice city folder

Basically what MIMO said but to make it as clear and simple as possible:
Open VC-MP browser and go to "Tools" and click on "Settings". A window opens.
First try to autolocate the executable by clicking either "Autolocate CD version" or "Autolocate Steam version", depending on which version you have installed.
If the browser fails to autolocate, you have to manually locate your gta-vc.exe in the Grand Theft Auto Vice City folder by clicking "Browse".
Find and select the executable and click "OK". Your game should now launch when connecting to a server.
