I've had the same problem before, the solution is simple. Just do what I say,
Hit the start menu > Type 'Device Manager' and click on it > Find Display Adapters > click on whichever sub-option you get > Then click on 'Driver' on the top left > Update Driver.
Wait for a few minutes, restart device and bam, your VC will work just fine.

PS: If you're confused follow these images, I've got this out of my sister's pc just for you

1)Click on the start menu

2) Type Device Manager and open it and click Display adapters and choose whichever sub-option you get and double click it. In your case, double click the 'Standard VGA Graphics'

3)Once you open it, click the driver button

4)Then, click update driver.

5) Then choose the 'Search automatically for updated driver software'

6) Then you'll have to wait for a while, maybe grab your headphones and listen to your jam or some stuff, but once it's done. Restart your PC and GTA VC is good to go
