The 8 suggestion packi s real long, i recreated the suggestions who got most votes in single topics to make it more easier for the admins.

CPD-/Carcolour:
This item could also be avaible to buy @ the city planning department for $ 500,000
When bought the player can change the carcolour every 5 minutes with the cmnd /carcolour colourID.
It should take 100 $ when the colour is changed, if the played doesnt have 100 $ nothing will happen.
-Advantage:
It gives players something extra to spend there money on.
The players can also buy the hidden colours which are not avaible to buy @ the transfender. Check website for hidden colours. http://wiki.sa-mp.com/wiki/Color_ID
It is something nice to experiment with.
-Disadvantage:
I don't see a real disadvantage to this yet.

hmm i guess but people will abuse it to heal there cars easily such as in races, etc , which will be cheap. How ever i dont think it should be 500,000 should nbe less

it doesnt repair the car just paints it diffrently(although i have seen occasions were it does but not alot)

Well maybe I prefer BikeDriver's idea because it would be easier for everyone and not only for the rich players, but anyway Roach's idea is good too because it would give players another thing to spend money on, without putting themselves in great advantage over the poor players that don't buy this (unlike other special items like hidden blip, that put rich players in a great advantage over the poor ones).
