I'm not really sure if the server is still up, but you should try visiting this and click on the download button to download MTA, then you have to install it.

Sure, our MTA race server is still up :) Indeed, you first need to install the client as pointed out by Jayce. Then launch the client, go to Server Browser and enter mtasa://37.187.242.161:22003, or select littlewhitey's MTA Race/DD server in the list.
