150 ping is normal ...Sometimes my ping is up to 201 and people say im lagger
and some time my ping is down to 99-100 am i using hack tools or lag tools? NO

Not a big deal with this its minor spike of odd 70 to 160+ he might be get a ways with this but over 250 is considerable as lag.
