This weather in server lags alot in my laptop so plz remove this weather from server permanently and i heard from other players that this weather also lags in their pc or laptop.

Bro, programs, applications may be running in background. Shut them down. If you have CCleaner, run it. Well, maybe you have no storage on PC. And as you said, you had 4 GB RAM. I have 2 GB RAM(lower RAM) and didn't face dropping FPS in case of rainy. Otherwise I would face it, too. Do what I said. Maybe these would be helpful for you.
