As far as I know, we admins are allowed to use our powers to confirm whether a suspicious player is using any third party software/cheating software/hacks. By 'powers' I want to specifically refer to the teleport command. We've had various cases in the past when it comes to identifying players using third party softwares to gain advantages over other legit players. For example, most of the in-game reports we get are reports such as "hp hack/unlimited health". Sometimes it takes more than spectating to confirm such hacks, because the cheater uses some kind of toggle option to turn the hack on and off while involved in combat. To confirm whether the player is cheating or not, we teleport to the player at an unexpected moment and try to knock/kill the player, and that's where we find out whether the player is cheating or not. So you see, this is one of our way to combat cheaters, and sometimes we can be wrong as well.
I've discussed this matter with p4t, and we've agreed to certain stuff to better handle these kinds of issues.
