Gryphus One, the professional race destroyah hehehe. Although I have only shot at you in a race once (because I have only seen you in the game twice, and the second time you weren't racing), so if someone has shot you in more races, it must have been any other player.
I will answer you in red text, so I don't make hundreds of quote blocks:
After a race begins, i say we make it against the rules for a rustler to destroy the racers.
1. They are faster.
Well, they are a bit faster than an Infernus at max speed, but don't think there's much difference. The plane's biggest advantage is to fly straight in the curves.
2. Their guns destroy infernuses in seconds.
Only if you manage to stay behind the car for enough time, which is not always so easy because sometimes the cars brake, or the plane has to avoid certain obstacles, etc.
3. They are impossible to avoid.
Well, in that case I don't know how it is possible that many cars manage to finish the race, maybe they are cheating? 
4. Someone in your passenger seat gunning cannot destroy them (too far away).
Maybe it's difficult for them to destroy the plane, but they can damage it seriously.
5. A single rustler can completely ruin a race.
I repeat the same as in point 3.
6. You cannot hire people to shoot down the rustlers during a race, or you're typing will cause your race position to drop.
But you can do it before the race starts if you plan to join it.
7. It is nearly impossible for a rustler to crash, since races are on highways. (nothing to crash into).
O rly?? and what about road signals, lamp posts, trees and bridges? remember that a plane is much wider than any car 
8. Takes absolutely no skill (unlike helikilling) to pilot a rustler, so any old noob can do it.
Ok, you have definitely shown that you haven't ever flown a Rustler.
9. If you hide your vehicle in a tunnel, you comprimise your winning capabilities.
10. All around unfair, cheap, unstoppable, fun-ruining tactic, and should be monitored.
Don't you know Mario Kart? it's full of random elements that can ruin someone's race after a perfect driving.
I'm not saying ban the rustler-fags, but at least kick them so us racers can finish a race. Raceblocking, tireshooting, passenger w/ smg, or a gunner on the roof is legit. Those methods all can be avoided.
Well, a set of dumpers and/or buses blocking a highway bridge over the water can't be easier to avoid than a plane that must maintain a minimun speed to be in the air...
A rustler on your tail ensures a 100% probability of losing the race.
Rustlers are impossible to kill when youre in a race, making the term "Deathmatch" un-applicable.
You can ask someone to get another Rustler and chase me. Even if he doesn't manage to shoot me down, at least you ensure that the air combat will stop me focusing on the racers.
2) I also sometimes rage quit when I'm in a race all around SA then a guy comes with a rustler then ruins all what I was doing, but as SUPERBAD always says, its part of the game and it makes the races even more fun / exciting.

@Scott - But i only have my LAN parties every weekend or so, and i often times play by myself at home.. so i really have no backup at all.
Well this is unbelievable!!! 
Do you really think that all of us who play in teams, are gathered in a Lan party and that we don't play each one in our house? teams are formed of members from many different countries.
well +1, i really understand you enkei... but try to get it, most of rustlers are regulars, skilled players. so try to be friends with them lol... most rustlers dont shoot me now, they cover me D:
Yeah, great idea!! one or two racers have become my friends so I protect them instead of shooting them, and they also pay protection (something that is very typical of the mafias, which GTA turns around).
Although after you have asked for this, 
I won't accept your money and will keep shooting you.
