Has nothing to do with a bug. Ask your ISP.

ISP=internet service provider

Do you have wireless internet?

Have you tried disabling your firewall/antivirus software temporarily to see if that's the cause?

Yeah could also be other nearby wireless networks (on same channel) interfering with your signal. Or some broken microwave, but that probably completely disconnects your internet because it works on same frequency as wireless internet. But not saying any of these reasons are the real cause, just some possibilities. A non stable ping could also be an ISP issue, but it's definitely not a samp bug.

I also believe Windows has a system which periodically scans for wireless networks causing lag everytime it does so.

The same happens to me: those fluctuating waves on my ping diagram. However, I have always thought that it's normal and I have never been worried about it...

I use wireless network. And from all the comments it seems that wireless network do fluctuate quite often causing such a lag. Sometimes it works perfectly without causing any lag. So to conclude, there aint any bug, Its just that we need to go wired instead of wireless!!!  8)

Try this if you're familiar with .bat and command line in Windows.
