A summary of the changes that you want:
Make Fluffy spawn when 15 or more players are online.

The advantages of this change happening: Well LW has low player count atm, and only occasionally we get 25 or more, some new players who join dont even know about fluffy, 15 is a good number to make fluffy spawn, as it there will be players who can kill with fluffy and also players who can kill the fluffy. All in all it will attract more people as new players will find it something that other servers dont have, and will try and fight for it too!

The disadvantages of this change happening:Noobs being pawned maybe, but if we have 15 players then we surely will have who someone who can destroy the fluffy pretty fast!

Any script snippets which provide the feature that you want: N/A

i was thinking  to make it spawn every satarday without any relation to the amount of players

The main idea or the idea of making it spawn every saturday are both good. Either of them must be implemented.

It will either decrease or increase. Depends on who gets the tank and who likes the tank and who gets killed by the tank.

The regulars will get the tank. They're the ones that know about Fluffy! So who will die? The newbies who aren't in any alliance or are not friendly with the tank owner.

There will also be chances (I would predict are quite high) of the regulars who ally with the tank user making it more difficult to destroy the tank. The players who are not in this tank alliance will obviously be killed, there will also be a higher proportion of new players not in this alliance!

The tank should be there with the fewest restrictions possible. When you removed the possibility of respraying it (something that according to the poll, the majority didn't want) you already did much to it.
And the tank being there is a good chance (almost the only one in this server) to have a good fight with a Rustler.

Rustlers do destroy tanks pretty fast^
Not all regulars would assist the tank driver.. a lot would try and destroy/capture it for themselves.  That's how it's been in the past at least!

Well it's not that easy, the tank can destroy a Rustler with one single shot of its cannon. That's why it's one of the few challenges there are for Rustlers in this server.

I don't like this suggestion, it's okay the way it is. Maybe just give people some bonus for destroying the tank?
