thats the new samp version, lws will have it when that version is finished. but not all weapons will be enabled from passenger seat, cus some are too op

i was testing with my friend on another server and for DB colt45>mp5 (passenger seat :P )

You can/will be able to create your own models and textures. Animated models aswell.
In order for that to work, players would have to .img files servers with custom stuff.

There are lots of new objects included with 0.3c by default, though.

You should have been able to download it into your GTA folder, the same way CS 1.6 allows you to download models and sounds from a server.
