If you get in a plane or a heli you get automatically disqualified from the race. So no, there's absolutely no way to use weapons during a race.
However, I guess that the driver of the Infernus that Huggy was surfing wasn't a participant of the race, so he could db the other racers...

Yeah well, but if you want to help your friend to win the race, instead of complicating yourself by getting in a plane, jumping on parachute, landing on your friend's car and shooting the other racers, you can just get a Rustler and help him with it, like here:
