Rockstar implemented the weapon wheel in Red Dead Redemption (2010). They weren't the pioneers of it but it's definitely not 'borrowed' from Saints Row (2011).

Would be fun if it was GTA IV and GTA V combined. If thats what your thinking. (ofcourse in order to link the 2 there would be a need for a patch/DLC)
