To add server? Server>addserver>and paste serverip
To change name? Tools>Settings>username
To locate gta vc? Tools>settings> browse... > and find when is your GTA:VC locate.

Do you mean when logging into PAC? If so you're probably using an invalid character and 0.4 has changed it to an _ in-game. That or you're simply entering the wrong password or using the wrong account.
