Hmm... only do this steps
right click on samp.exe
then properties compatibility
then (run this program as an administrator)
if you are using windows 7 (run this program in compatibility mode for (windows xp "service pack 3")
apply then ok
If this work tell me :D

A bit late, but maybe you still need it. Have you tried deleting the GTA_SA.set file? It's in My documents -> GTA: SA.
Delete it and try to run the game then. It helps with many common problems.

About the compatibility mode and admin, that's the first thing I should do when I have a problem with a program. Try this on samp.exe and also on GTA:SA.exe (or however the singleplayer file is called).

You can also take a look here (but I guess you already have): http://forum.sa-mp.com/showthread.php?s=be3d1d528567e9155fec4c2f15a455e5&t=326298&page=2

Even later, but you might wanna check two things:

1: Do you have the right version of GTA (v1.0/downgrader patch) installed?

2: Settings in the SA-MP client window: Is your SA directory set to the exact directory this SA-MP client is installed in?
