Basically you can modify some game files, but that will count as a mod too.

The easiest way is to download mod, or if you're good in programming, you can do it yourself.

Yes, with just a custom timecyc file. Doing that naively will lead to artifacts due to the limited map loading capacity of SA, a limit adjuster or streaming memory fix mod is advised. Both will be possible without this particular mod.
